Cathy Wills is an associate consultant with The Management Standards Consultancy. She has been involved in the development and implementation of competence-based standards and qualifications since 1990, and has been a freelance consultant for over twelve years. She has extensive experience of developing occupational and functional maps, competence-based standards, vocational qualifications, learning materials and assessment guidance.
She has been employed by NCVQ (now QCA) as a qualifications adviser, and by the Management and Enterprise NTO overseeing management development projects funded by the European Social Fund. As a consultant, Cathy has worked with a wide variety of clients in the public, private and voluntary sectors. She has undertaken various projects on behalf of sector skills councils, professional bodies, awarding bodies, regulatory bodies and other organisations across numerous sectors including: local government, health, justice, property services, central government, accountancy, internal audit, environmental conservation, agricultural and commercial horticulture, occupational psychology and environmental management.
Cathy was closely involved with the development of Occupational and Functional Maps for Local Government, and worked with the Employers Organisation to produce ‘Working Together to Realise Our Potential – Local Government and the Learning and Skills Council’. She has recently completed an Occupational Mapping of the Justice Sector, and is working with Asset Skills to develop National Occupational Standards to support the implementation of the Home Information Pack. Cathy is an experienced project manager and facilitator and has particular skills in qualitative research and analysis.
