The Management Standards Consultancy partnered the Welsh Institute for Health and Social Care (WIHSC) at the University of Glamorgan and Insight Social Research in an 18-month study for the Care Council for Wales into the ways in which domiciliary care is commissioned, provided and received by people of all ages across Wales.
The Care at Home Final Report was published in May 2010 and a Care at Home Conference will be held on 28 September 2010 to discuss the findings.
The Management Standards Consultancy's role in the project was to develop a Functional Map of Domiciliary Care in Wales and identify the National Occupational Standards which describe the functions to be carried out. The Functional Map supported the project team in:
- agreeing the scope of domiciliary care in Wales today
- developing and evaluating scenarios for the future provision of domiciliary care
- establishing which agencies and individuals have responsibilities for which functions, both now and in the future
- identifying any gaps in coverage or unjustifiable overlaps in provision
- defining current and future roles for the domiciliary workforce
- assessing the capacity and competence of the workforce to meet current and future needs
- planning to address any gaps in capacity or competence
- monitoring and evaluating the development of capacity and competence of the domiciliary care workforce against needs
- assessing the performance of agencies and individuals in delivering domiciliary care and support to agreed standards
- taking appropriate action to address performance issues, based on objective evidence.
