The development of National Occupational Standards normally takes place over a period of 9 - 24 months, covering the six distinct phases. - Occupational Mapping - research and development to produce a concise yet comprehensive report describing the sector, who works in it, their training, qualifications and career paths and key trends that may affect how work is organised in the sector in the future.
- Functional Analysis - starting with an agreed "Key Purpose" or mission statement of the sector, we identify all the functions or activities that must be carried out to achieve this key purpose, regardless of who carries them out. The result is a concise Functional Map describing all the functions carried out in the sector in graphic and written formats.
- Gap Analysis - we search the National Qualifications Database and other standards and competence frameworks both in the UK and overseas, and refer to concurrent standards development projects to identify what standards and competences already exist that may be appropriate for the sector. We also identify the gaps - the units of National Occupational Standards and competences we will need to develop.
- Standards Development - working with practitioners in the sector and their employers, we identify what good practice in carrying out these functions and activities looks like. We capture this in draft units of National Occupational Standards, which include criteria of competent performance and the knowledge, skills and personal qualities practitioners require.
- Standards Testing - we test the draft standards extensively to ensure they are applicable in all contexts in the sector and can be used for assessment, workforce planning, job design, recruitment, selection, training, development, performance appraisal and other purposes.
- Standards Accreditation - we redraft the standards in response to feedback from the testing and submit the standards to the sector for approval, and, in the case of National Occupational Standards, to the UK Coordinating Group (UKCG) of the Education Regulatory Bodies for accreditation as part of the national standards framework.
We make use of an extensive range of methodologies, including desk research, telephone research, Internet research, workplace observation, workshops, focus groups, expert interviews, and postal, e-mail and telephone questionnaires to achieve the widest possible consultation within the budget available for any particular project.
