As National Occupational Standards become more widely used throughout the human resource management and development cycle, The Management Standards Consultancy is being asked to help organisations - and local area partnerships - build longer-term strategies to develop the whole of the workforce to meet current needs and future challenges. This is particularly the case in the substance misuse field where local partnerships are required to create multi-agency workforce development strategies to deliver their treatment plans and ensure targets are achieved.
The Management Standards Consultancy is now working through its sister company, Management and Performance Solutions Ltd, with a number of local partnerships to produce three-year workforce development strategies, based on a 12-point plan:
1. Define jobs in terms of National Occupational Standards (NOS)
2. Recruit and select people using NOS
3. Provide NOS-based induction training
4. Identify individual learning needs using NOS
5. Create individual personal and professional development plans
6. Provide learning opportunities to meet learning needs
7. Supervise individuals to ensure they perform to the standards
8. Develop assessor capacity within the partnership/region
9. Assess individuals' performance and accredit this through NVQs
10. Provide career pathways for individuals
11. Retain individuals within the partnership
12. Monitor and report on progress on the above
